Competences and aid application procedures
2. Applications and accompanying files of support-ing documents
shall be submitted in three copies, or four in the case of submission
s to ELKE.
The financial preliminary study, accompanying the application seeking
eligibility for grant and/or interest subsidy and/or leasing subsidy,
in case of investments and/or equipment leasing programs or business
plans in excess of eighty million (80,000,000) drachmas, shall be
signed by an economist member of the Hel-lenic Economic Chamber
(O.E.E.) or an equivalent organisation of any European Union member-state.
Applications failing to meet this condition shall be filed and not
reviewed.
3. Technical-financial data and supporting docu-ments accompanying
the application are specified by virtue of decision of the Minister
of National Economy.
Technical-financial data and supporting documents, accompanying
the application seeking eligibility of business plans under sub-instance
(xv) of instance (a), sub-instance (v) of instance (e) and sub-instance
(xii) of instance (g) of para. 1, article 3, are specified by virtue
of joint decision of the Ministers of National Economy and Development.
Technical-financial data and supporting documents, accompanying
the application seeking eligibility of in-vestments under sub-instances
(xvii), (xviii), (xix), (xx) and (xxi) of instance (a) as well as
of investments un-der instance (f) of para. 1, article 3, are specified
by virtue of decision of the Minister of Development.
Supporting documents and data that are explicitly required to be
submitted with the application accord-ing to the provisions of these
presents, do not have to be included in the decisions above.
4. Upon submission of the application to the compe-tent authority,
there should also be produced a receipt of payment, the amount of
which shall be set by joint decision of the Ministers of National
Economy, Devel-opment and Finance. To set such amount, account shall
be taken of the total cost pertaining to the in-vestment and/or
equipment leasing program or busi-ness plan submitted for approval.
The above amount shall be paid, accordingly:
(a) To EOMMEX, in case of applications submitted thereto; amounts
receivable by the organisation shall constitute income to cover
part of operating expenses ensuing from the application of incentives
herein.
(b) To the Public Revenue Department, in case of other applications;
amounts receivable shall constitute State revenues.
5. Applications not accompanied by all required sup-porting documents
and data shall not be subject to the provisions of these presents
nor reviewed, shall be filed in the records of the competent department
and the amount paid under para. 4 above shall not be re-funded.
The same stands for applications which in-clude the aforementioned
required supporting docu-ments, but upon review of the file major
deficiencies have been identified in the financial and technical
study, thus preventing evaluation of the submitted in-vestment and/or
equipment leasing program or busi-ness plan. After submission of
the application, the competent reviewing services or bodies may,
if re-quired, send to the organisation, applying for the in-vestment
and/or program or business plan, or the at-torney thereof, a document
asking for additional data or information as well as further clarifications,
to facili-tate the evaluation process of the application.
Such document may set time limits of fifteen (15) days from the
date stated on the delivery receipt, within which the organisation
shall have to respond.
